Cari Stinebower Discusses Regulatory Uncertainty for U.S. Oil Companies Seeking Venezuela Licenses with Semafor

Winston & Strawn partner Cari Stinebower was quoted in a Semafor article examining the uncertainty U.S. oil companies face as they await clearer guidance from the Treasury Department on Venezuela-related licenses under U.S. sanctions policy. They’re “going to have to come into this at some point, and so we do need some direction,” Cari told Semafor.
“What we had expected was there would be a series of general licenses and, if things continued to progress forward, eventually the executive orders would be revoked,” she added. “But we’re even one step before that, because they’re still at the issuing-specific-licenses stage.”
Cari noted that officials haven’t signaled if they’re weighing general licenses at this time.
