Javier focuses his practice on project finance, mergers and acquisitions, banking and finance, capital markets, and corporate matters, with a particular emphasis on Latin America. He serves as Counsel in our New York office and is a member of Winston & Strawn's Latin America practice.

Javier previously worked for a major law firm in Panama, where he specialized in energy, infrastructure, government contracts, mergers and acquisitions, joint ventures, project finance, and structured debt financings. He was involved in the financing and development of several major energy and infrastructure projects in Panama, including the Panama Metro Lines, Balboa Shipyard at the Pacific Entrance of the Panama Canal, Tocumen International Airport Expansion, Ciudad de la Salud Hospital Complex, and GTPP LNG Power Plant.

During this period, he also advised sponsors and lenders on various financing structures, such as the purchase of promissory note certificates, project finance, working capital loans, syndicated facilities, and revolving credit facilities.

Javier collaborated with the international and local teams tasked with drafting Panama's first PPP law and regulation.

Javier is native in Spanish and fluent in English.

  • Represented One Communications (Guyana) Inc. (formerly known as Guyana Telephone and Telegraph Company) in connection with a credit facility provided by Inter-American Investment Corporation (IDB Invest) to finance the deployment of a mobile and fixed broadband and telecommunications network and operating and capital expenses related to the operation of its telecommunications infrastructure.

  • Represented Sociedad Química y Minera de Chile S.A. (SQM) in connection with its multi-tranche US$200M financing provided by Banco Santander, S.A and The Export-Import Bank of Korea (KEXIM) related to lithium production in Chile and Australia to export to South Korea.
  • Represented Sociedad Química y Minera de Chile S.A. (SQM) in connection with its multi-tranche US$100M financing provided by Banco Santander, S.A and The Export-Import Bank of Korea (KEXIM) related to lithium production in Chile and Australia to export to South Korea.
  • Co-led a team advising an international joint venture in the award of the Balboa Shipyard project and the subsequent negotiation with an MDB for the financing of the rehabilitation works through a syndicated loan.

  • Participated as local counsel of Obrascon Huarte Lain and Mota-Engil in the financing of the Metro Line 1 expansion project through the purchase and sale of promissory note certificates and a working capital loan.

  • Participated as local counsel to FCC Corredor de las Playas in the financing of the Corredor de las Playas highway project with a multilateral bank.

  • Advised a construction company during the initial stage of the financing of a hospital complex through the purchase and sale of promissory note certificates.
  • Counseled lenders in the refinancing of four hydroelectric projects.
  • Represented a non-banking financial institution in the financing of a solar power plant and a smart city project.
  • Advised publicly traded companies in the acquisition and development of five wind farms and two solar power plants.
  • Assisted Partners in (i) Banco Aliado’s acquisition of Banco Panama and (ii) Global Bank’s acquisition of Banvivienda.
  • Supported Partner in Credicorp Bank’s bond offering backed by personal loans.
  • Collaborated with an MDB and the local teams tasked with drafting the PPP law and regulation.

In 2023, Javier received an LL.M. from the University of Miami School of Law. In 2018, he received his J.D. equivalent from Universidad Católica Santa María La Antigua in Panama City, Panama.
