The September 2025 pooling of Small Business Investment Company (SBIC) standard debentures was priced at 4.532%. This most recent semiannual pricing of SBIC standard debentures reflected a decrease from the rate set in March 2025 of 4.963%. This is the third consecutive semiannual pricing below 5.0% and is the second-lowest pricing since 2022.

What Exclusivity Periods Are Associated with Biosimilars?
An applicant may not submit an aBLA until four years after the reference product is licensed by the FDA. (See BPCIA § 351(k).) Further, any biosimilar licenses “may not be made effective” until 12 years after the reference product was licensed. (See BPCIA § 351(l).)

The Illinois Biometric Invasion of Privacy Act (BIPA), enacted in 2008, grants Illinois consumers the right to their own biometric data, such as fingerprints, retina or iris information, voiceprints, and DNA. Under the BIPA, private companies are prohibited from collecting biometric information unless (1) the person consents in writing and (2) the companies inform the person in writing of what data is being collected, for what purpose, and for how long. Besides the notice and consent requirement, the law also bans any company from selling or otherwise profiting from consumers’ biometrics.
