David is the managing partner of Winston’s D.C. Office. He advises clients on the management of a variety of benefit plans, and regularly counsels on executive compensation arrangements. Clients describe him as “very knowledgeable, responsive, and practical” and “recommend David to any client seeking an employee benefits counsel” (Chambers USA).

David focuses his practice on employee benefits matters, including all areas of qualified and nonqualified retirement plans, health and welfare plans, executive compensation, and executive employment agreements. He represents many large publicly traded companies as well as large hospital systems in all areas of ERISA compliance and governance.

David’s deep knowledge and experience includes working with the Internal Revenue Service, the Department of Labor, and the Pension Benefit Guaranty Corporation (PBGC) in obtaining rulings, advisory opinions, and other matters. He also represented large employers on the PBGC’s Negotiated Rulemaking Committee on Reportable Events. He previously served as a member of the Congressional Task Force analyzing and reporting to Congress on the status of the District of Columbia Retirement Board.

In the bankruptcy area, David represents Chapter 7 and 11 trustees in their role as sponsor or administrator of employee pension and welfare benefit plans, on a broad range of issues. David was also co-counsel in Beck v. PACE, in which the U.S. Supreme Court issued in 2007 a unanimous decision on behalf of a client regarding the fiduciary duties involved in the termination of a qualified defined benefit pension plan.

David is a member of Winston & Strawn's Executive Committee and the managing partner of Winston's Washington, D.C. office. At his previous firm, he was a member of the executive committee and the head of the firm’s Employee Benefits, Compensation, Labor & Employment Practice Group.

David received his B.S. in Accounting from Florida Southern College in 1982. He received his J.D. from American University – Washington College of Law in 1985 and his LL.M. from Georgetown University Law Center in 1989.
