Washington, D.C. – May 29, 2026 – Winston & Strawn LLP announced today the addition of Steven Hill as a partner in the Washington, D.C. office. Steven joins the firm’s Litigation Department as a member of its International Trade practice.

With more than 25 years of experience advising clients on international trade regulation, compliance, and enforcement matters, Steven’s broad practice will strengthen the firm’s leadership on complex cross-border transactions and regulatory matters. His experience spans export controls under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), sanctions regulations administered by Office of Foreign Assets Control (OFAC), customs and import laws, anti-boycott regulations, and anti-corruption laws, including the Foreign Corrupt Practices Act (FCPA).

Steven also brings extensive experience advising clients on the broadening scope of investment restrictions, including Committee on Foreign Investment in the U.S. (CFIUS) national security reviews; Foreign Ownership, Control, or Influence (FOCI) mitigation for firms and individuals receiving classified and Controlled Unclassified Information; and outbound investment prohibitions and notification requirements under the new Outbound Investment Security Program.

“I’m excited to join Winston at such an interesting time for the firm and to work alongside this talented and collaborative team,” Steven said. “The firm’s global reach and integrated approach to client service provide an exceptional platform to help clients navigate increasingly complex international trade and national security matters. I look forward to continuing Winston’s tradition of delivering strategic, end-to-end support to multinational businesses around the world.”

“Steven brings extensive experience advising clients in international trade regulation compliance, and his arrival further strengthens our capabilities,” said Litigation Department Co-Chair Linda Coberly. “His work across CFIUS, export controls, sanctions, and related regulatory regimes will add tremendous value to our clients facing complex cross-border challenges.”

As global scrutiny of inbound and outbound investments continues, Steven’s experience advising foreign investors on CFIUS-related national security reviews tied to acquisitions and investments is exceptionally relevant and timely.

“Steven’s broad practice will bolster our Transactions Group’s work on deals, provide regulatory advice and counseling, and enhance our work on white collar investigations, strengthening the firm’s value to our clients,” said Litigation Department Co-Chair Brett Johnson.

“We are delighted to welcome Steven to the D.C. office,” added Washington, D.C. office managing partner David Rogers. “His experience and perspective on evolving regulatory and policy dynamics will add significant value to our clients navigating complex global issues”
