Liz is an experienced government contracts lawyer with tremendous depth of experience helping large and small businesses grow and maintain their presence in the federal, state, and local contracting and grant space through the procurement process and mergers and acquisitions.

Liz represents companies ranging from large defense contractors and small businesses to efficiently resolve disputes related to the award, administration, and termination of federal and state government contracts. She specializes in bid protests before the U.S. Government Accountability Office, the Court of Federal Claims, the Small Business Administration, and federal and state agencies. She also represents contractors in internal, government, and Congressional investigations and False Claims Act litigation. Additionally, Liz helps contractors resolve claims, requests for equitable adjustment, suspension and debarment, and contract and grant terminations. Her experience spans the federal government, handling disputes against agencies including the Department of Defense, Department of Veterans Affairs, Department of Health and Human Services, State Department, Department of Energy, EPA, Department of Commerce, and General Services Agency. She also represents government contractors in bid protests of state and local government contract awards.

In addition to litigation, Liz serves as an outside partner to government contractors and works with them daily to ensure compliance with the FAR and DFAR, and resolve issues that arise from noncompliance. She conducts compliance audits and develops policies, procedures, and trainings to ensure compliance with the FAR and DFAR. She works hand-in-hand with clients to navigate issues such as mandatory disclosure obligations, small business representations, Foreign Ownership and Control, and whistleblower allegations. She has helped contractors address issues such as misrepresentations of small business status, noncompliance with the wage and hour requirement of the Service Contract Act and the Davis-Bacon Act, and supply chain challenges related to compliance with the Buy American Act, the Trade Agreements Act, and the Build America Buy America requirements. Liz also works with contractors to negotiate subcontracts, joint venture agreements, mentor-protégé agreements, teaming agreements, and ensure compliance from subcontractors and lower-tier suppliers.

Liz partners with Winston’s Private Equity and M&A practice to provide specialized due diligence on transactions involving the sale of a government contractor or its assets. She advises on risks to revenue as well as civil and criminal liability relating to government contracting compliance, guides contractors through the novation process, changes to a company’s foreign ownership status, and/or changes to a company’s small business size status resulting from a transaction.

  • Represented a large defense contractor in a post-award GAO protest involving a $60 million dollar contract resulting in corrective action and a new best value evaluation by the Agency
  • Defended a shipping company in an SBA small business size protest challenging our client’s status as a small business
  • Successfully represented a contractor in a GAO protest that resulted in favorable corrective action on a US Army Corps of Engineering contract
  • Represented a large public contractor in negotiation of novel financing agreements with DoD courts
  • Represented multiple grant recipients in appeal of DOE grant terminations
  • Represented an EPA contractor in agency and congressional investigations and related litigation arising from termination of EPA Greenhouse Gas Reduction Fund grant
  • Successfully represented a large defense aviation and logistics contractor over multiple years on multiple matters including LOGCAP IV Army bid protest, defense of alleged False Claims Act violations involving human trafficking violations and separately equipment management concerns, prime-subcontractor disputes, and trade secret misappropriation
  • Represented a large managed care organization (MCO) in a successful bid protest and defended against multiple bid protests at the District of Columbia Contract Appeals Board (DC CAB) allowing the MCO to obtain a 5-year contract award worth US$8.83B
  • Advises a recipient of a DOE loan for construction of a lithium battery recycling plan facility to develop a Davis-Bacon Act compliance program, including managing flow down requirements to general contractor and subcontractors
  • Represented a diving company in a bid protest challenging a contract awarded by the Port of Los Angeles

Elizabeth received her J.D. from Cornell Law School in 2011, where she was Articles Editor for the Cornell Journal of Law and Public Policy. She was also president and founder of the school’s National Security Law Society chapter. She received her B.A. in International Affairs from The George Washington University in 2007.
