Over his 25-year career as a maritime lawyer and proctor with Winston, Bryant has concentrated his practice on maritime transactions and litigation matters with an emphasis on regulated aspects of the industry. He has far-reaching experience representing shipowners and operators, banks and financing institutions, marine terminal operators, and overland linehaul operators.

Bryant provides counsel across all aspects of the maritime and logistics enterprise, including vessel financing and purchase, strategic mergers and acquisitions, MARPOL and environmental compliance, Jones Act and citizenship restrictions, charter formation and disputes, vessel casualties, sanctions, legislative strategy, Shipping Act compliance, government contracting, and linehaul motor carriage.  He has extensive experience representing shipowners and operators, terminals, port authorities, shippers/cargo interests, financial institutions, and other transportation industry clients before the Department of Transportation, Maritime Administration, Coast Guard, Federal Maritime Commission, Government Accountability Office, Federal Courts, Congress, Customs Service, Transportation Command, Military Sealift Command, Office of Foreign Assets Control, and Bureau of Industry and Security.

Key Matters

Some of Bryant’s significant maritime matters include:

  • Advised BP Shipping in the divestiture of Alaska Tanker Company and its fleet of Alaska-class tankers.
  • Represented Maher Terminals in the prosecution and defense of numerous Shipping Act claims against the Port Authority of New York and New Jersey before the Federal Maritime Commission.
  • Advised Liberty Shipping Group in the acquisition of its dry bulk and roll-on / roll-off fleets.
  • Represented PPG Industries in the defense of product liability claims arising out of two containership fires involving calcium hypochlorite.
  • Conducted internal investigations and defended criminal claims brought by the U.S. Department of Justice against shipowners calling the United States arising out of alleged oily waste discharges and bypasses of oil pollution prevention equipment and related MARPOL allegations.
  • Advised Liberty Global Logistics LLC in connection with its entry to the Maritime Security Program and related government cargo preference programs and contracts.
  • Advised Bank of America in connection with the finance of American Seafoods Group and compliance with the American Fisheries Act.
  • Represented the Puerto Rico Ports Authority in the prosecution and defense of marine terminal operator Shipping Act claims brought by numerous tenants of the Port of San Juan and vessel operators, before the Federal Maritime Commission.
  • Obtained legislative exemptions for shipowners facing excessive regulation and claims by the Environmental Protection Agency pursuant to the Ocean Dumping Act.
  • Represented Great Lakes Dredge & Dock Co. in defense of several hundred-million dollar class action claims brought against it for performance of U.S. Army Corps of Engineer contracts and the alleged effect of such performance on the failure of the New Orleans levee system during Hurricane Katrina.
  • Advised Sempra LNG in connection with the certification and establishment of LNG terminals and related maritime and tug support arrangements.
  • Represented Schuyler Line Navigation Company LLC in litigation challenging contract awards for the supply of the Naval Station Guantanamo Bay.
  • Advised Phillip66 toward development and regulatory approval of a deepwater port in the Gulf of Mexico.
  • Represented Tropical Shipping & Construction Ltd. in connection with maritime regulatory compliance matters.

Bryant was named 2026 “Lawyer of the Year” for Admiralty and Maritime Law, Washington, D.C.  He has been ranked in Chambers USA since 2012 as one of the nation’s top lawyers in the transportation regulatory practice. He was recognized in the 2024 and 2025 editions of The Best Lawyers in America for Admiralty and Maritime Law. He was recognized in the 2018 and 2019 editions of Legal 500 U.S. in the areas of shipping regulation and finance. He was also recognized as a “Key Lawyer” in The Legal 500 U.S. 2021–2025. Bryant is listed in Who's Who Legal as a recommended “Global Leader” in Transport Shipping 2023 and 2024.

Winston’s Maritime & Admiralty team has been recognized by U.S. News & World Report – Best Lawyers® as “Law Firm of the Year” in Admiralty & Maritime Law and has been ranked by Chambers USA for Shipping/Maritime: Regulatory for 19 years.

Bryant serves on the Boards of the Maritime Administrative Bar Association and the Propeller Club of the Port of Washington, D.C. (President 2012-2014), and is a proctor member of the Maritime Law Association of the United States. He is also a regular columnist in Benedict’s Maritime Bulletin, where he writes the “Window on Washington” column.  He also chaired the Maritime Law Association Host Committee for the Association’s Fall meeting in 2026.

Education

Bryant received a B.A. in Political Economy, summa cum laude, from Tulane University in 1996, where he was a member of Phi Beta Kappa. He received a J.D., Certificate in Admiralty, cum laude, from Tulane Law School in 2000, where he was editor-in-chief for the Tulane Maritime Law Journal.
