Washington, D.C. – May 29, 2025 – Winston & Strawn LLP is pleased to announce that Matt Graves has joined the firm’s Litigation Department as a partner in its Washington, D.C. office. Matt brings more than 20 years of high-profile litigation experience to Winston, further strengthening the firm’s White Collar & Government Investigations Practice.
Matt is the immediate past U.S. Attorney for the District of Columbia, where he led a team of approximately 950 lawyers and professional support staff who handled tens of thousands of cases during his tenure. He oversaw both criminal and civil matters addressing large-scale financial misconduct, including ground-breaking sanctions resolutions, the largest forfeiture in DOJ history, and what is believed to be the largest FCA procurement fraud settlement in history. In addition to leading the largest U.S. Attorney’s Office in the country, Matt also previously served as a prosecutor in that office and as a partner at an international law firm, where he represented clients in civil litigation and in matters before the Department of Justice and other government entities.
Over the course of his career, Matt has personally tried nearly 50 cases to verdict and overseen hundreds of other trials. He has extensive experience representing individuals and corporate clients in complex investigations involving claimed violations of sanctions, export control, securities, health care, anti-money laundering, and anti-fraud laws.
“We are thrilled to welcome Matt to the firm,” said Linda Coberly and Tom Melsheimer, co-chairs of the Litigation Department. “Matt joins a long tradition of high-profile trial lawyers at Winston and is the fourth former U.S. Attorney practicing with the firm today. His leadership, network, and collaborative style will further strengthen our world-class team of litigators.”
Matt commented, “Over the course of my career, I’ve had the good fortune of working in both the private and public sectors with amazing colleagues on interesting and impactful matters. In my most recent role, I led a staff of roughly 950 individuals who were responsible for tens of thousands of cases during my tenure with the United States as my sole client. While it was the honor of a lifetime, I very much am looking forward to more day-to-day involvement in litigation and investigation matters on behalf of a wide variety of clients.”
“Matt’s unparalleled experience leading the largest U.S. Attorney’s Office, combined with his extensive trial skills and strategic insight, will be a tremendous asset to our clients,” said David Rogers, Washington, D.C. office managing partner.
