Winston Takes the Checkered Flag After “Massive Win” Settlement
Winston squared off in the W.D.N.C. against lawyers for NASCAR in an antitrust lawsuit brought on behalf of racing teams Front Row Motorsports Inc. and 23X1 Racing LLC—the team co-owned by Michael Jordan and driver Denny Hamlin—alleging monopolization of the market for premier stock car racing teams. On December 11, 2025, nine days into trial and the morning after the plaintiffs rested their case, the parties jointly announced a settlement. Jeffrey Kessler, Jeanifer Parsigian, and Danielle Williams were recognized by American Lawyer with its top “Litigator of the Week” honors on December 19, 2025, for this historic settlement.

We served as underwriters' counsel to BNY Capital Markets, Citigroup, PNC Capital Markets LLC, Scotiabank, US Bancorp, Mizuho and MUFG, as joint book-running managers, in connection with the registered public offering of $1.05 billion of First and Refunding Mortgage Bonds by PECO Energy Company comprised of $525 million 4.875% First and Refunding Mortgage Bonds due 2035 and $525 million 5.650% First and Refunding Mortgage Bonds due 2055.

Winston & Strawn partner Cari Stinebower was quoted in a Law360 article discussing the legal and regulatory hurdles U.S. oil and gas companies now face when considering new investments in Venezuela amid recent political changes. Cari explained that with extensive U.S. sanctions against the Venezuelan government and state-owned oil company Petróleos de Venezuela S.A. (PDVSA) still in place, few companies will risk doing business until those sanctions are relaxed—either through general or specific licenses issued by the U.S. Department of the Treasury or by executive orders that lift the restrictions.

What Is the Bureau of Ocean Energy Management (BOEM)?
The Bureau of Ocean Energy Management (BOEM) is the U.S. Government agency that leases offshore areas on the U.S. Outer Continental Shelf (OCS) for energy development, including offshore renewable energy such as offshore wind. The organization’s goal is to responsibly manage OCS energy and resources in the interest of energy independence, environmental sustainability, economic development, and national security. BOEM utilizes the expertise of scientists and technical professionals who share information and research that contributes to the bureau’s decision making. The bureau is part of the U.S. Department of Interior. BOEM’s sister agency—the Bureau of Safety and Environmental Enforcement or BSEE—enforces offshore safety, environmental and other requirements in tandem with BOEM issued leases and works closely with the U.S. Coast Guard and other federal and state agencies. BOEM has reported that OCS production accounts for approximately 18 percent of the nation’s crude oil supply and 4 percent of the domestic natural gas supply. BOEM is currently engaged in an extensive offshore wind leasing program with a number of leases already existing for wind farms off the U.S. East Coast.

Passed in 1998 and implemented in 2000, the Digital Millennium Copyright Act (DMCA) updated U.S. law to meet the requirements of international copyright treaties. The DMCA addresses challenging issues relating to uses of copyrighted material in the digital environment: it limits the liability of online service providers that meet certain conditions, while providing certain procedures for addressing online infringement; it prohibits circumvention of digital technologies that control or limit access to copyrighted works; and it prohibits the removal or modification of certain types of copyright management information contained in protected works. Title II of the DMCA (sometimes also referred to as the Online Copyright Infringement Liability Limitation Act, or OCILLA) is codified at Section 512, Title 17, of the United States Code.
