Amanda specializes in import compliance and counsels companies in a variety of industries, including, but not limited to, renewable energy, apparel, footwear, food and agricultural, chemical, pharmaceutical, machinery and industrial components, base metals, electronics, household goods, oil and gas, maritime, and more.

Amanda regularly advises clients on a variety of substantive matters, including, but not limited to, tariff classification, valuation, product marking and labeling, country of origin, intellectual property issues at the border related to trademark and copyright infringement, steel and aluminum tariffs under Section 232 of the Trade Expansion Act of 1962, tariffs under Section 201 of the Trade Act of 1974, and the additional tariffs on products from China and the European Union under Sections 301 to 310 of the Trade Act of 1974.

She has in-depth knowledge of the challenges faced by importers from an internal compliance perspective as a result of performing several customs compliance reviews both as an attorney and a consultant; participating in numerous due diligence reviews in mergers and acquisition deals; and having been seconded to the trade legal department of a major global online retailer to address day-to-day import and product compliance issues. She also has experience in matters relating to other aspects of International Trade and logistics.

  • Performed due diligence reviews on import and customs, sanctions, anti-boycott, and anti-bribery and anti-corruption issues for mergers and acquisitions deals
  • Filed exclusions requests on behalf of clients relating to Section 301 and 232 tariffs
  • Determined countries of origin for import declarations, safeguard measures applicability, marking and labeling, and free trade agreement eligibility
  • Derived accurate customs values taking into account statutory deductions and additions, including, but not limited to, assists, royalties and licensing fees, and more
  • Analyzed import data and transaction details to ascertain potential duty savings opportunities in the context of Foreign Trade Zones, duty drawback, first sale, and free trade agreements
  • Seconded to a major e-commerce retailer tasked with managing global legal work related to import and product compliance
  • Assisted in U.S. Customs’ Requests for Information, prior disclosures, audits, as well as seizures and other penalty actions with regard to import violations
  • Responded to U.S. Department of Justice’s Civil Investigative Demands regarding import violations in the context of the False Claims Act
  • Determined product import, possession, and distribution limitations with respect to international, federal, and state wildlife regulations
  • Assisted on advice relating to the Jones Act and coastwise laws as they relate to vessel activity
  • Assessed people, processes, controls, and systems in order to identify gaps, areas of non-compliance with Customs’ laws and regulations, and supply-chain inefficiencies

Amanda received her J.D. from Hofstra University School of Law in 2012. She received her B.S. in product management from the Fashion Institute of Technology in 2006.
