Recognized in Washington, D.C. and nationally as a highly skilled litigator, Amandeep (Aman) represents clients with compliance concerns, regulatory challenges, internal and government investigations, and high-stakes disputes in the health care and life sciences industries, including cases involving the False Claims Act, Stark Law, and Anti-Kickback Statute.

Aman focuses his practice on regulatory and compliance counseling, state and federal government investigations, and complex civil litigation involving regulated industries. Aman regularly represents clients in high-stakes disputes in the health care and life sciences industries, including hospitals and health care companies in defense of qui tam litigation involving the False Claims Act (FCA), Stark Law, and Anti-Kickback Statute in federal district courts. His health care regulatory practice includes significant experience with certificate of need laws in Virginia and Washington, D.C. and he regularly facilitates approval for the introduction or expansion of health care services in these jurisdictions. Furthermore, Aman also advises clients on domestic and international risk management issues, including compliance with the Foreign Corrupt Practice Act.

Aman clerked for the Chief Judge Walter S. Felton, Jr., of the Court of Appeals of Virginia, and while clerking, he was a member of the National Association of Appellate Court Attorneys. At that time, he was appointed by Chief Justice Leroy R. Hassell Sr. of the Supreme Court of Virginia to serve as a task force member of the Commission on Virginia Courts in the 21stCentury: To Benefit All, To Exclude None.

Aman is also a co-founder of the Sikh Coalition, the largest civil and human rights non-profit organization in the United States dedicated to protecting the interests of the Sikh community. He has led lobbying efforts in the U.S. Congress regarding hate crimes, profiling, workplace, and public accommodation discrimination, and also serves as lead counsel in an ongoing effort to end the U.S. military’s presumptive ban on the service of Sikhs and other religious minorities who maintain religious beards, unshorn hair, and wear turbans - among other articles of faith. In collaboration with the Sikh Coalition and other organizational partners, Aman’s work led to historic policy changes in the U.S. Army and U.S. Air Force that has opened the door to over 100 Sikhs serving in the U.S. military without having to compromise their faith. Most recently, he has served as lead pro bono counsel in historic litigation against the U.S. Navy and U.S. Marine Corps to adopt similarly inclusive religious accommodation policies. 

Aman currently serves as the Hiring Partner for the Washington, DC office is a member of the Firm's Opportunity & Inclusion Committee, Pro Bono Committee, and Associate Evaluation Committee, and is a past Partner Chair of the Washington, DC office Summer Associate Committee.

  • Represents several national health care providers in internal and government investigations, compliance and regulatory counseling matters, and active state and federal litigation; current active clients include hospitals, health systems, health plans, medical practice groups, and companies focused on life sciences, telemedicine and pharmaceutical development.
  • Represents the largest shipbuilding company in the United States in various regulatory matters, including Foreign Corrupt Practices Act compliance.
  • Led cross-office and inter-departmental team representing leading life science company in multi-pronged investigation arising from the company’s production of cells used in medical research; investigations spanned several Senate and House committee investigations—including a House Select Panel investigation—as well as two state investigations; representation also included health regulatory guidance and coordination of parallel civil litigation.
  • Defended a regional health system in an intervened qui tam matter that resulted in negotiating the settlement of False Claims Act (FCA) allegations constituting more than US$1B in alleged damages in United States ex rel. Kunz v. Halifax Health, et al. (M.D. Florida 2014); also obtained summary judgment for Halifax Health for nonintervened FCA allegations representing more than US$450M in alleged damages for Anti-Kickback Statute, Stark Law and Medicare lack of medical necessity violation
  • Represented five hospitals and health systems around the United States responding to FCA allegations related to kyphoplasty (an orthopedic procedure) stemming from a sealed qui tam complaint filed in the Western District of New York.
  • Actively represents several major regional hospital systems in Certificate of Need (CON) and other state regulatory matters in Virginia, Maryland and Washington, DC, including associated litigation.
    • Won the unprecedented reversal of a CON denial for The George Washington University Hospital in Washington, DC, to establish a kidney and pancreas transplant program.
    • Obtained a CON and other regulatory approvals for hospice providers, including American Hospice, the nation’s first hospice management company, and Affinity Care of Washington, DC.
    • Gained CON regulatory approval for a record US$1B renovation and expansion of Inova Fairfax Hospital, the largest hospital in Northern Virginia.
    • Achieved a landmark CON exemption for Breast Care for Washington that allowed the organization to launch mammography services in Washington D.C.’s Ward 8, providing access to critical services for the District’s underserved population.
  • Represented multiple health care management organizations in response to congressional inquiries that preceded the passage of the Patient Protection and Affordable Care Act in 2010.
  • Achieved a settlement for a large agricultural cooperative in response to alleged violations of the Commodity Exchange Act in Anderson, et al. v. Dairy Farmers of America, Inc. (D. Minn.).
  • Serves as lead pro bono counsel for a campaign to ensure that observant Sikhs may freely serve in the US military, resulting in over 20 clients being granted landmark religious accommodations allowing them to serve in the US Army with distinction while maintaining their religious articles of faith; efforts in this eight-year campaign resulted in the US Army’s adoption of an historic new policy in January 2017 that substantially lifts the obstacles to Sikhs and other religious minorities seeking religious accommodations.
  • Represent Ascension Health in various CON matters in Washington, DC, including obtaining regulatory approval for the closure of Providence Hospital, establishment of urgent care, primary care, and diagnostic imaging services, and the sale of the Providence campus for redevelopment.
  • Represent Psychiatric Institute of Washington, a subsidiary of Universal Health Services, Inc. (UHS) in ongoing CON matters related to the approval of additional beds and expanded outpatient services.
  • Represent Howard University on various CON matters, including the expansion and renovation of the storied Howard University Hospital, first opened in 1862 as the Freedmen’s Hospital and the only teaching hospital in the US located on the campus of a historically Black university.
  • Obtained CON approval for Cedar Hill Regional Medical Center GW Health, a US$375 million, 136-bed collaboration between UHS and the District of Columbia to replace United Medical Center.
  • Obtained CON approvals for several technology-driven innovators in the delivery of ambulatory care services in Washington, D.C., including Ready Responders (now part of MyLaurel), Cityblock Health, DispatchHealth, and AllCare, among others.

Aman received his J.D. from the University of Richmond School of Law, where he was the Associate Editor of the Richmond Journal of Law and the Public Interest, vice president of the Moot Court Board, and president of the Student Bar Association. He received his B.A. from the College of William and Mary.
