Warren is a national security-focused litigator who practices on a broad range of regulatory, civil and criminal matters. A former Active Duty U.S. Army officer and current reservist, Warren counsels clients in the areas of government contracts, economic sanctions, internal investigations, False Claims Act, and anti-corruption laws.

Warren works closely with colleagues in Winston’s Government Contracts & Grants, International Trade, Corporate, Complex Commercial Litigation, and Criminal practices. From an initial proposal to the final delivery, Warren advises both large and small contractors, including not-for profit organizations, in government contract and grant matters related to bid protests, False Claims Act investigations and defense, and FAR/DFARS compliance. Warren also assists clients with managing internal investigations and voluntary self-disclosures, improving compliance structures and policies, and preparing license applications and delisting petitions with regulatory authorities such as the BIS, DDTC, and OFAC.

Warren had a distinguished active-duty career as a U.S. Army officer before entering the law. Throughout his time with the U.S. Army, Warren served in various staff and leadership roles in the Pacific and Middle East theaters, where his responsibilities included critical asset supply chain management, government contract solicitation and selection, and foreign military sales of defense technologies and training. Warren specialized in cost reduction and process improvement, and spearheaded several process overhauls that streamlined military operations, resulting in significant cost savings and operational efficiencies. Warren’s leadership experience includes command in both operational deployments and the continental United States.

Warren earned his J.D. from Georgetown University Law Center in 2024, where he served as a director of Appellate Advocacy. He received his B.S. in economics with a concentration in computer science from the United States Military Academy at West Point in 2014.
