David has over 40 years of experience in the private practice of law, and recently, for the last four years, in government service with the administration of Virgin Islands Governor, Albert Bryan Jr., who began his second four-year term in January 2023. During the course of his private law firm work, David specialized in the fields of corporate, real estate, government relations, local and federal administrative matters, trusts and estates, employment relations, and USVI tax incentive programs.

As Chief Legal Counsel to the Governor of the Virgin Islands, David managed all law firms serving the USVI administration, and he directed much of the work undertaken for the Office of the Governor, the VI Public Finance Authority, and other governmental agencies undertaken by those outside firms. In his role as Chief Legal Counsel, he also served as an integral part of the territory’s Congressional and federal government relations team, as well as a part of the policy, strategy, and outreach working groups that crafted and conducted the initiatives led by the Virgin Islands executive branch with various federal and private funding sources, in the wake of the 2017 hurricanes and during the COVID-19 health and economic crises.

David provides a measure of continuity and inner knowledge of the intentions and needs of the Bryan/Roach Administration as he assists Winston with its continuing representation of the USVI Government and maintains access to key local players within the Virgin Islands Government and the Virgin Islands Legislature. He is familiar with all Virgin Islands Government department and agency heads, sub-heads, and many of the rank-and-file civil service workers key to achieving efficient results for clients. He continues to enjoy deep respect from the Governor and other senior officials serving in the current administration, as well as those in the Virgin Islands political establishment.

Only admitted to practice in the U.S. Virgin Islands. Application pending for the D.C. Bar. Currently practicing law in the District of Columbia under the supervision of principals of the firm who are members in good standing of the D.C. Bar.
