Charlie Papavizas Discusses Navigating the Jones Act at 17th Annual OPIS National Supply Summit

Maritime and Admiralty Practice Chair Charlie Papavizas spoke at the 17th Annual OPIS National Supply Summit on October 22, 2015, in Houston.
Mr. Papavizas presented “Navigating the Jones Act in Troubled Waters.” Rulings of the Commerce Department over the last 18 months have opened the door to increased product flexibility as offshore blending projects provide a workaround to expensive Jones Act vessels. But do they make sense? The potential for gasoline components to be blended offshore offers some intriguing possibilities for coastal markets underserved by the U.S. pipeline infrastructure. Yet, the potential has also kept pipelines from exploring too deeply the prospects for pipeline expansion. Mr. Papavizas drew upon Winston’s 80 years of experience in energy regulatory matters to shed light on the federal government’s policy and likely future regulatory direction.
