Cari Stinebower Discusses Venezuelan Oil Revenue from U.S. Sales with Semafor

Winston & Strawn partner Cari Stinebower was quoted in a Semafor article examining questions raised by lawmakers regarding the Trump administration’s plans for Venezuelan oil sales. President Donald Trump signed an order this month directing Secretary of State Marco Rubio to spend the revenue on “public, governmental, or diplomatic purposes” to benefit Venezuelans, but lawmakers have raised concerns that the Venezuelan government could inevitably misuse the oil revenue.
Cari said the use of offshore bank accounts makes it more difficult, but likely not impossible, for Venezuela’s creditors to get access to oil revenue from U.S. sales.
