Cari Stinebower Discusses New U.S. Sanctions on Russia with Bloomberg

Winston & Strawn White Collar, Regulatory Defense & Investigations partner Cari Stinebower was quoted in Bloomberg’s article “Guide to New U.S. Sanctions: What Was Forbidden to Do with the State Debt of the Russian Federation.” The article discusses the now-likely inability of the Federation to be able to issue bonds in dollars.
Cari, who focuses on economic sanctions, export controls, and anti-money laundering, is a former counsel for the U.S. Department of the Treasury's Office of Foreign Assets Control. Cari explained in the article, which noted that Winston advises on Eurobonds placement deals, that “...it will be difficult to issue sovereign Eurobonds in Russian dollars, but placements in other currencies are possible.”
The article says that in theory, sanctions can make it difficult to manage a portfolio of international reserves.
