The passage of the Patient Protection and Affordable Care Act of 2010 (PPACA) has sparked uncertainty and controversy over how its many provisions will be implemented by group health plan sponsors and insurers. While several significant provisions of PPACA are not scheduled to take effect until 2014 or later, others have already been implemented, and still others have been delayed, causing uncertainty and confusion, while other provisions have been implemented and later amended due to administrative difficulties.
