Short sea shipping or "marine highways" efforts have been underway for several years in Washington, with the U.S. Maritime Administration ("MARAD"), congressional leaders, and industry groups all looking for ways to help jump start an initiative that it is hoped will ease congestion on the roads, promote the maritime industry, and ease the burden on the environment.
