Winston & Strawn energy partner chair Jerry Bloom, based in the firm's Los Angeles office, served as a chair for Platts' 5th Annual California Power Market Forum titled "Clean Energy, Access to Capital, and Government's Activity Development and Markets," held November 9-10, 2009 in San Francisco. Winston's San Francisco managing partner Chuck Birenbaum spoke during the event. The firm served as executive sponsor of the Forum and hosted a luncheon during the first day.

During the event, Mr. Bloom delivered the opening remarks as well as presented the "Chair's Review" of topics discussed during the Forum's first day.

Mr. Birenbuam's panel, titled "Impact of the Stimulus Package on California's Power Market," examined the following:

  • How much federal funding can be expected in California and how will it be disbursed?
  • What agencies will disperse federal funds in California?
  • Are there ensuing labor issues around possible project growth?
  • How will California design its funding programs?
  • When will California be ready to accept applications for funds?

The event's keynote speaker was Alex Padilla (D-Calif) who discussed "Budget and Policy Environment — What Are the Policies and Goals for Greenhouse Gas Reduction and Energy Independence in California?
