Noelle Formosa is an associate in the firm’s San Francisco office who concentrates her practice on energy industry transactions and regulatory matters. Her experience includes representing renewable energy companies with respect to project finance and power purchase agreements as well as permitting for power plant development. She has advised clients in connection with the acquisition, sale, and operation of numerous energy projects. Ms. Formosa’s practice also includes client representation in proceedings before the California Public Utilities Commission and the California Energy Commission. In addition, Ms. Formosa has experience litigating CERCLA cost recovery cases in federal court. 


Honors and Awards

Ms. Formosa has been selected by The Volunteer Legal Service Program of The Bar Association of San Francisco (VLSP) to receive an Outstanding Volunteer in Public Service Certificate for her extraordinary contributions to VLSP during 2012. In awarding this certificate, VLSP recognizes Ms. Formosa in the top 15 percent of all 2012 volunteers.


Activities

Ms. Formosa is a member of the Energy Bar Association, the American Bar Association, and the Bar Association of San Francisco.


Education

Ms. Formosa received a B.A., cum laude with College Honors, in 2005 from the University of California, Los Angeles and a J.D. in 2009 from the University of Southern California Gould School of Law, where she served as an editor of and published her legal scholarship in the Southern California Law Review. Ms. Formosa also served as a Law Clerk to the Hon. Kathleen A. Kelly, San Francisco Superior Court.


Speeches and Publications

Ms. Formosa is the author of “Ganging Up on RICO: Narrowing Gonzalez v. Raich to Preserve the Significance of the Jurisdictional Element as a Constitutional Limitation in the Racketeer Influenced and Corrupt Organizations Act,” published in the Southern California Law Review (Vol. 82, Issue 1, 2008). Ms. Formosa also co-authored the March 2011 update to “Corporate Governance for Private Companies” in Counseling California Corporations (3d ed, Cal CEB 2011).
