Scott Blackman is a partner in the firm's intellectual property practice who focuses on all aspects of pharmaceutical and chemical patent and regulatory matters.
Mr. Blackman served for two years as a law clerk to the Hon. S. Jay Plager of the U.S. Court of Appeals for the Federal Circuit, and has almost 20 years of experience in intellectual property law. He concentrates in counseling, litigation, prosecution, licensing and regulatory matters primarily in the pharmaceutical, chemical, and biotechnology fields.
Mr. Blackman has worked with numerous pharmaceutical clients on over 100 different products, involving product and marketing development and regulation; patent portfolio analysis and development; patent opinion, prosecution, enforcement, and litigation; and analysis and avoidance of third party patents.
In particular, Mr. Blackman has focused much of his analysis and opinion work in the pharmaceutical and chemical areas, covering issues such as infringement, validity, patentability, and freedom to operate. Mr. Blackman has assisted clients in patent and related developmental matters regarding products or proposed products with a total market value in the tens of billions of dollars, including nicotine replacement products; antacids, acid blockers, and antacid-acid blocker combination products; bulk laxatives; calcium supplements; biosynthetic bovine growth hormone; throat lozenges; hormone replacement and treatment products, methods of treatment, and delivery systems; women's health care products such as epithelial and personal moisturizers and pH buffering; color film for still pictures; anti-HIV agents; extended release and progressive hydration formulations for administration of treating agents; and a wide range of other specific pharmaceutical products.

Mr. Blackman is a member of the American, District of Columbia, New York State, and Federal Circuit bar associations; American Intellectual Property Law Association; American Chemical Society; and the Giles Sutherland Rich American Inn of Court.
Education
Mr. Blackman received a B.S. in Chemistry in 1981 and an M.S. in Medicinal Chemistry in 1984 from the Philadelphia College of Pharmacy and Science. He received a J.D., cum laude, from Cornell Law School in 1988.

Mr. Blackman has published and spoken extensively and has been quoted by leading national newspapers, magazines, and journals on various patent-related issues. He is the chapter author of "Alternate Dispute Resolution in Commercial Intellectual Property Disputes" in the Introduction to Alternatives to Litigation for Resolving Dispute. He is co-author of "Indian Patent Law Reform and Its Impact on Pharmaceutical-Related Outsourcing," BNA's Patent, Trademark & Copyright Journal, Vol. 71, No. 1748, pp. 173-75, December 9, 2005 (with Pejman F. Sharifi); "Alternate Dispute Resolution in Commercial Intellectual Property Disputes," American University Law Review, 1998; and "American Attorney-Client Privilege and Foreign Patent Prosecution," Patent World, 1994.
