Eric Marcotte is a litigation partner in the firm’s Washington, D.C. office who concentrates his practice in all phases of the public contracting process, including advice concerning obtaining and structuring contracts, contract drafting, contract negotiation, compliance, protests, claims analysis and dispute resolution. He has extensive experience representing clients in connection with contract matters involving federal, state, local, and international government agencies.
Mr. Marcotte has more than 20 years' experience in the field of government contracts. He began his professional career as an Air Force contracting officer, where he was responsible for the negotiation, award, and administration of a wide range of supply and services contracts. The Air Force subsequently selected Mr. Marcotte for the highly competitive Funded Legal Education program. After graduating with honors from the University of Texas School of Law, he became a member of the Air Force's Judge Advocate General Corps where he represented the Air Force on a wide range of procurement matters including extensive litigation experience. While at the Air Force Standard Systems Center, Mr. Marcotte served as the principal legal advisor on Department of Defense contracts for commercial computer and telecommunications products and services with a cumulative value of several billion dollars.
Since entering private practice, Mr. Marcotte has represented a wide variety of clients contracting with federal and state government agencies. He has significant experience with all major federal agencies including the General Services Administration, Departments of Defense, Energy, Treasury, Health and Human Services, Transportation and Interior, Veterans Administration, and Small Business Administration. Mr. Marcotte also has extensive experience with procurements conducted by state, municipal and international governments. In addition to providing strategic legal support, Mr. Marcotte serves as lead counsel in disputes filed in federal and state courts and specialized administrative forums such as the General Accounting Office, Boards of Contract Appeals, and federal and state agencies.
Activities
Mr. Marcotte is a member of the American Bar Association's Public Contract Law Section and the National Contract Management Association. He recently retired as a Lieutenant Colonel from the D.C. Air National Guard.
Education
Mr. Marcotte received a B.S. in Business Administration, magna cum laude, from Park College in 1982 and a J.D., with honors, from the University of Texas School of Law in 1987.

Mr. Marcotte has participated as a lecturer for the George Washington University Government Contracts Program.
